With the dilemma in maternal health care, problem identification and strategizing to address the issue is pivotal. This calls for a need to plan and recognize possible strategies to enhance and improve maternal health care. Seeing the inconsistencies of national policies and differences in local conditions and constraints, the Local Government Unit should design the implementation of the maternal health care in the context of the local setting. Thus, this study worked on the utilization of participatory approaches in policy formulation to improve maternal health outcomes. Furthermore, the study identified gaps on maternal health care and developed strategies to answer the identified problems. The study developed a policy intervention and maximized the stakeholders identified thus facilitated formal linkage of Traditional Birth Attendants to the local health system. Focus Group Discussion with stakeholders and Document Analysis were utilized in the study in gathering support and collating perspectives towards policy formulation. The end results were the engagement and involvement of different stakeholders in formulating policy intervention regulating traditional birth attendant to improve maternal health outcome. Therefore, the project was successful in changing the political will, strengthening the organizational capacity and mediated community involvement in policy formulation for a better maternal health outcome.
