Maternal death is a burden carried by all societies and countries across the world, and is a reflection of poor health care as well as the neglect of human rights (WHO, 2016). The municipality of Malita, Davao Occidental has consistently recorded as one of the highest maternal deaths in the region since 2011. Seventy to ninety percent of these maternal deaths are from indigenous communities especially the Tagacako and Blaan tribes. The paper aimed to create a culture sensitive maternal health program by looking into factors of the supply and the demand side of the system that affect maternal death service provision and utilization vis a vis a health systems framework, The study used both quantitative and qualitative methodologies that looked into knowledge, skills and cultural practices on maternal health of 95 women from indigenous communities through survey and focus group discussions and the knowledge, skills and attitude on maternal health services of 21 local government hired nurses and midwives through knowledge assessment, skills checklist and focus group discussion. Results indicate that there are still limitations on access to quality maternal care services that involve different aspects of the health system. Health services utilization is shaped and influenced by the dynamic inter action between demand for and supply of health care services. Hence, addressing the social determinants anchored in a health systems framework considering both the supply and demand sides are important.
