Summary, etc. The targeted outcome of this REP is "to improve ex-post evaluation processes in the NEDA Monitoring and Evaluation Staff (NEDA-MES) that will provide the necessary information on lessons learned and best practices from completed ODA program and projects of the Government." The availability of information on lessons learned and best practices serve as inputs in the future similar programs and as they are enriched by experiences that should not be repeated, as well as good practices that can be replicated. These information are needed in order to ensure that Government programs and projects reach the targeted beneficiaries in an effective and efficient (on time and least cost) manner, thereby help improve the quality of life and well being of the Filipinos, in general. This feedback mechanism links the Investment (M&E) and Post-Investment Phases (conduct of ex-evaluation) with the Pre-Investment Phase (project identification), thus completing the whole Project Development Cycle. The higher order goal, therefore of this REP is "increased effectiveness and efficiency of programs and projects in the Philippines that will ultimately improve the well-being of Filipinos". There were two identified strategies implemented under this REP and the status of implementation after a three month period are as follows: (a) Improved NEDA-MES Processes on Generating Ex-Post Evaluation Findings: There were three outputs delivered under this strategy: (a) from only three prior to REP implementation, ten Project Completion Reports (PCRs) out of 18 are already available with MES; (b) Thirteen End-of-Project Reports (EOPRs) out of a target of 18 were already prepared by MES technical staffs (from only three prior to REP), while drafting of the remaining five is still ongoing; and, (c) Office Memorandum that defined guidelines, timelines and templates in PCR submission and EOPR preparation already drafted; and, (b) Drafted a NEDA Manual on Ex-Post Evaluation: The NEDA Manual on Ex-Post Evaluation is already 100 percent complete, content-wise. It will provide the guidelines in the conduct of ex-post evaluation as well as the operational definitions, tools, procedures and processes and rating criteria in the conduct of ex-post evaluation of Government programs and projects.
