Summary, etc. As a prime mover of national development, The Bases Conversion and Development Authority (BCDA) transforms former military bases and properties into premier centers of economic growth in partnership with the private sector with integrity, excellence and efficiency in the stewardship of government resources. BCDA creates sustainable urban communities to uplift the lives of Filipinos. At the core of the agency's processes is the land conversion and development process, which constantly requires the efficient delivery and access to accurate and updated land-related information. Any delays and bottlenecks in the provision of the needed information directly affects the organization's goals for inclusive growth and poverty reduction through the development of its land resources. With the framework to shift the paradigm from a system of records to a system of engagement, the Re-entry Project (ReP) entitled "Collaborative Utilization of BCDA's Urban Maps: Virtual Master Development Plan (MDP) of New Clark City (NCC)" intended to improve organizational productivity and efficiency in the delivery of land-related information within the departments involved in the land conversion and development process. Through this ReP, the following deliverables were accomplished: 1. The 3D Virtual MDP of NCC was generated based from the approved Comprehensive MDP and was served via the BCDA Web Maps Platform: 2. The orientation and user hands-on training for the web mapping platform was successfully conducted for key users from various BCDA departments to promote platform utilization and gather recommendations on how to improve the system. 3. The Operations Manual for platform users and administrators was documented and drafted, and at the time of writing, was currently under the review of the ReP project team before endorsement for approval and dissemination. The manual documented, operationalized and systematized the process on how to access, utilize, manage and update, and monitor the web mapping platform and the applications within it. 4. The proposed policy on Geospatial Data Standards and Submission Guidelines which was crafted to set the standards and guidelines in the preparation, requirement, and submission of land-related data of BCDA's consultants, contractors and development partners was presented to the BCDA Management Committee last March 8, 2018. As with any project implementation, challenges were encountered that caused delays and variations from the project management plan. Factors such as increase in organization workload, conflicting schedules of the different stakeholders, and the minimal project management experience of the scholar were some of the hindrances encountered during implementation. The effects of these challenges were minimized nevertheless due to the reliability of the scholar's mentors and advisers, the dedication of the project team and other key figures within the organization, and the acquired knowledge and skills of the scholar from the residential phase of the PMDP-MMC program. In conclusion, the ReP is thus established as a high impact organizational productivity endeavor which promotes collaboration and stakeholders' engagement using innovative and relatable technologies. The successful implementation of the project and its wide range of other possible use cases proves its replicability to other BCDA economic hubs, and expansion to improve other related conversion and development processes within the organization.
