Summary, etc. The target outcome of this ReP is to improve the implementation of the PMAS in the PSA-BAS as an effective tool for enhancement of farmer's welfare. The improvements made in this ReP are downloading the preparation of the StatGuide from the Central Office to the Operation Center, and localizing the StatGuide with the use of the Ilocano dialect. The latter improvement was very much appreciated by majority, 73.7% and 93.5% of the farmer-participants in the CTS conducted in the municipalities of Bokod and Buguias in Benguet, respectively. This raises the confidence that the Ilocano StatGuide is understood and useful to the farmers as a source of production and marketing information that will enable them to strategically decide what commodity to produce, when to produce, and when and where to sell their products. Such information will improve the farmers' bargaining power and reduce risks in production and marketing that will ultimately increase their income and welfare. There are three immediate interventions that were implemented under this ReP. These are: a) Capacity Building for the staff in ROC/POC on the development and packaging of StatGuide. The output delivered unders this strategy is a group of staff in the ROC/POC who are fully trained on the basic concepts of agricultural marketing and economics, statistical tools for data analysis, and on the development and packaging of StatGuide for farmers. b) Downloading the development and packaging of the StatGuide to the ROC/POC. The preparation of the StatGuide was cascaded to the ROC/POC staff in CAR who developed and packaged the same in English language and which was later translated into the local "Ilocano" dialect. This prototype "Ilocano StatGuide" was used in the CTS in two PMAS sites in Bokod and Buguias, Benguet Province. c) A concept paper for the establishment of an Information Kiosks. This is a network-based mechanism that strengthen information dissemination of the PMAS through a greater accessibility in project sites. The kiosk will ensure continuous dissemination and link between the implementing agencies and the farmers especially when budgetary and other constraints would not permit face-to-face consultation or CTS. The following activities are recommended for further actions: a) replication in two other PMAS sites in CAR; b) Pursue the establishment of the PMAS Information Kiosks; c) Rationalize the frequencies of CTS; and d) Develop a mechanism for sustainable partnership with LGUs.
