Summary, etc. Agriculture extension plays a crucial role to sugarcane industry in promoting agricultural productivity, increasing food security, improving rural livelihoods, and promoting agriculture as an engine of pro-poor economic growth. When SRA implemented the Rationalization Plan in 2007 fewer number of extension personnel were dispersed in all milling districts, at least one in each of the 28 mill districts. They practically have the same scope of work without considering the area covered. There is also a perceived gap by sugarcane farmers as reflected in the productivity of small sugarcane farmers. Farmers with low access to needed inputs and lack the technical skills contribute to their low productivity and the project being implemented by MDDC was not sustained and felt by Juan and Juana. Because of this gap, the delivery of quality services to Juan and Juana and the implementation of well-managed projects and programs of the Government will be affected. Strengthening the cooperation of NGO and the public sector will, therefore, help address these gaps through good governance and resource management. The main objective of this Re-Entry Project is to strengthen and improve the cooperation between SRA and MDDC through good governance and resource management. The creation of the MDDC Databank will help sugarcane farmers increase their productivity and improve the linkages between the Mill District Development Council (MDDC) and public sectors. This will provide great opportunities for sugarcane stakeholders to access extension services on specialized information and education on a wide range of topics addressing their specific questions and issues. This is the main deliverable of the MDDC Databank. The interventions and best practices of the MDDC serve as inputs in the design of the MDDC Databank as they are enriched by experiences as well as good practices that can be replicated. These information are needed in order to ensure that Government programs and projects reach the targeted beneficiaries in an effective and efficient (on time and least cost) manner, to improve the quality of life and well-being of the Filipinos. Specifically, it will: (a) deliver the quality services to Juan and Juana; (b) implement well and manage government program and projects The four identified strategies implemented under the REP and the status of implementation after three-month period are as follows: (a) Build up Data Based Information System (b) MDDC Accreditation to SRA (c) Build up MDDC Website (d) MDDC's improve their internal governance oversight financial and operational management.
