Summary, etc. The comprehensive Dangerous Drug Act of 2002, or the Republic Act No. 9165 created and mandated the Philippine Drug Enforcement Agency (PDEA) to be the lead government agency to execute the anti-drug law in the Philippines. The agency carries out 13 national services in 17 regional offices nationwide and enforces the functions independently from similar operation of the Philippine National Police and the National Bureau of Investigation. These offices are responsible the execution of the policies, and projects stipulated in RA 9165 in their respective area of responsibilities. One of PDEA's main services at the national office is delegated the International Cooperation and Foreign Affairs Service (ICFAS) unit, which is tasked to establish and maintain close coordination, cooperation and partnerships with international drug control group and administration organizations. With drugs being a worldwide problem, cooperation from different governments means PDEA keeps up with the pace of its international counterparts. In support to the agency's Strategic Plan for 2013-2010, the overarching mission was to achieve an "effective, efficient, responsive, and straight path to a drug-free country." This mantra is aligned with the President's major administrative reforms on "good governance" and the "rule of law" as PDEA does its share in addressing the country's illicit drug problems. With efficiency in mind, the scholar has come up with the Re-entry Project (ReP) titled "Establishment of Document Monitoring and Electronic Records Management System" (DMERMS) for the International Cooperation and Foreign Affairs Service." The project aims to develop a system that will aid ICFAS in the effective and efficient monitoring of document and management of its records. The digitization of monitoring and management of documents and records shall result in enhanced work efficiently of the ICFAS personnel. In turn, improved quality and faster services can be extended to the agency's clients and stakeholders. With due support and proper modifications, project may even be adopted to the other units in PDEA offices across the country. For the ReP project, the created system dubbed as DMERMS included development of the bar code tracking system for document monitoring, electronic records management, and the creation of the Guidelines on Document Monitoring and Records Management. Prior to the development and testing of DMERMS, the members of the ReP team who were in-charge of handling records and documents were given lectures and reading materials on records management and were trained on record control. They were also provided with copies of the Guidelines on Document Monitoring and Records Management, which served as instruction manuals in accomplishing their tasks correctly. At the end of the three-month ReP implementation, a report on the activities and results of the project was submitted to PDEA's Director General. The report also included a recommendation for other services in the national office and regional offices nationwide to adopt match the same project that will aid them in the proper management of their documents and records.
