Summary, etc. | Micro, Small and Medium Business Enterprises (MSMEs) play a crucial role in the development of the Philippine through rural industrialization; rural development and decentralization of industries; creation of employment opportunities and more equitable income distribution; use of indigenous resources; earning of foreign exchange (forex) resources; creation of backward and forward linkages with existing industries; and, entrepreneurial development. Despite its vast number comprising 99.6% of the registered companies in the Philippines, only 12% of the total loan portfolio of the banks has been given to this sector is only compiant to Magna Carta for MSMEs as far as loans to medium-sized companies is concerned. DTI places the financing gap in this sector at P180 billion while Philexport places it at P67 billion. Regardless of whom is correct, one thing that we recognize that SMEs need more funding in order to grow and create ripple effects in the economy. Responding to this DBP and DOST established their own programs to help SMEs grow. DBP hired SME Champion Benel D. Lagua as Executive Vice President and Chief Development Officer to lead the bank in helping this sector. To provide a sense of focus to this sector, Small and Medium Investment and Loans for Entrepreneurs Department (SMILED) was created and an SME Loan and Investment Program was adopted. DOST on the other hand implemented DOST Small Enterprise Technology Upgrading Program (DOST-SETUP) which aims to encouraging and assisting micro, small, and medium enterprises (MSMEs) to adopt technological innovation to improve their products, services, operations and increase their productivity and competitiveness. As DOST-SETUP has been successful in the past years, we recognize that there are areas where partnership with DBP will strengthen the program's impact to the sector, thus the proposed program which we will call DBP - Bankability Enhancement of SETUP Technopreneurs (BDP-BEST). |
