Summary, etc. Completed Staff Work (CSW) has been known as the work discipline in the Presidential Management Staff (PMS), the primary institution providing support to no less than the President of the Philippines. CSW was defined by former PMS Secretary, Dr. Leonora V. De Jesus as a process by which a staff member or organization officer thoroughly studies a problem or issue requiring a decision by a superior officer and makes a recommendation of the best solution or option such that all that remains to be done on the part of the decision-maker is to indicate approval or disapproval of the recommended action. However, the PMS personnel (both official and staff) has varying definitions of CSW, either based from experience or as defined by other, as demonstrated in their application to their respective duties and responsibilities with varying standards of output. This makes the institution susceptible to inconsistencies in the quality of data submitted to the President. Thus, a common definition of CSW that is unique to PMS must be established to enable its personnel to have a clear and concise concept of what it is and provide them the ability to translate this concept into tangible terms through their individual outputs. The implementation of this Re-entry Plan (ReP) intends to establish the 4-Dimensions of CSW unique to PMS to include: 1) CSW as an evolving concept; 2) a progressive measurable basket of competencies; 3) a progressive organizational culture; and 4) needs of the organization in general, and the units in particular, at varying levels that are disaggregated on a per-position basis...
