| Summary, etc. | This study focused on the capability of the Philippine National Police to sustain anti-insurgency operations after the turn-over of insurgency-cleared provinces by the AFP to the Provincial Peace and Order Councils when the areas have been considered peaceful and ready for further development. The PNP shall focus on the clear-hold-consolidate-develop methodology of sustaining anti-insurgency operations through the conduct of intelligence-driven combat operations as part of the clearing phase. At the holding phase, a territorial defense system will be developed to protect the community and insulate the areas from the resurgence of the insurgents. Intervention of the government in partnership with the government and non-government agencies under the whole of nation approach shall follow through the implementation of counterinsurgency action plans and delivery of basic services to address the root causes of insurgency. The PNP in partnership with stakeholders are doing their best to suppress insurgency in the country. However, with the limited capabilities, the PNP cannot easily suppress the insurgency in the country, as the government intervention and community support are also paramount through the developmental approach. To totally eradicate insurgency, the following recommendations were considered. First, is the capability building of the PNP in terms of personnel and material resources especially on firearms, mobility and communications. Second is the turn-over of CAFGU personnel to the PNP as police auxiliaries to compose the territorial defense system in the barangays to insulate the area from possible re-incursion of insurgents. These CAFGUs when turned-over will be supervised by the responsible personnel from the Provincial Public Safety Companies of the PNP. The third option is the application of the Developmental Approach in addressing insurgency with the LGUs taking the lead role to be supported by the PNP and the AFP in partnership with all stakeholders in bringing the government projects and basic services to the conflict affected areas in the countryside. It is through this approach that the masses in the insurgency affected areas will readily avail of the services and feel the concern of the duly constituted government for them as against the false promises of the insurgents. |
