| Summary, etc. | This Capstone Paper aimed to study the coordinating function of the Anti-Terrorism Council (ATC) and how the National Intelligence Coordinating Agency (NICA) as Council Secretariat could help in enhancing coordination to achieve the goals of the Anti-Terrorism Council in effectively and efficiently fighting terrorism. In February 2007, Republic Act 9372 "An Act to Secure the State and Protect Our People from Terrorism" or the Human Security Act of 2007 (HSA) was passed. It provided for the creation of the ATC, which is primarily tasked to implement the HSA. The law further designated the NICA as the ATC Secretariat whose functions shall be defined by the Council. Accordingly, ATC Resolutions 0004 was promulgated in 2007 that defined the functions of the Secretariat as coordinator for the Council in the performance of its functions, among others. The change in government administration in 2010 brought modifications in the organization of the ATC offices purportedly to enhance the Council's strategic posture and more effectively fulfill its mandate to implement the HSA. Thus, ATC Resolution 0032 was passed, creating the Program Management Center (PMC) to serve as the coordinator and program manager of the Council. The function of the Secretariat was redefined and its capacity was delimited to administrative support and conference management to the Council. The efforts of the ATC against terrorism recently have been described as uncoordinated and ineffective. The terrorist threat persisted and the incidence of terrorism-related kidnap-for-ransom had started an upward trend. The ATC PMC continued to implement programs to address terrorism. However, with the absence of policy resolutions from the Council, measures against terrorism were disjointed because of weak coordination between and among ATC members and support agencies... |
