Summary, etc. | The management case is entitled, The Challenge of Public Spending: The DA-RFO XI Experience. It was chosen by the author because the 'absorptive capacity' and 'low utilization rate' has been a long-standing issue. The process of budget preparation especially the planning stage takes a long time. It entails series of consultations with stakeholders. Doing such involves time, money and energy to come up with the proposal which will be subjected to various scrutiny and deliberation at the Regional Development Council and at the DA bureaucracy as well. Funding for poverty reduction is vital especially to vulnerable sectors like agriculture. Davao Region did not perform well for the period 2011 to 2015 in terms of achieving its targets of which the primary reason was the adverse climatic conditions brought by typhoon Pablo; low pressure area Agaton and long dry spell in December 2013, January 2014 and in 2015, respectively. Other challenges faced by the sector include the long-standing issue of poverty as a rural phenomenon on which most of the poor are in the agriculture sector. Public spending is vital in order to empower the farming communities to produce sufficient, accessible and affordable food for every Filipino which is the mission of the Department of Agriculture. Government expenditures on agriculture creates economic opportunities; empower individuals and groups; develops competencies which will enhance the sector's productivity level thereby improves the standard of living of households and communities. Likewise, it is an avenue to improve the competitiveness not only in product quality but also of the price. Lessons learned from the course stood out that government spending is crucial especially for the agri-sector to grow and help stakeholders to improve their production and yield levels at the same time reduce the cost of production. It has been observed that spending takes more than 3 years especially on the capital outlays funds for where infrastructures were lodged. Low disbursement rate connotes that projects are not hitting the ground yet. Likewise, it is an indication that projects have not yet been provided to the intended beneficiaries. The costs of under spending and project delays are enormous because of the missed opportunities in terms of benefits that should have been rolled out from the completed government projects. Productivity level could have been increased at the optimum level had the appropriate infrastructures have been constructed on time. According to DBM Sec. Diokno, the sooner the projects are completed, the higher the benefits can be derived. At DA-RFO XI, under spending has been an issue due to various factors particularly rooted in the gathering of enabling documents, poor coordination, unsynchronized preparation of BED forms, bidding failures among others. Management's action was aptly done in order to address the low absorptive capacity. Goal 1: Reorganize the Bids and Awards Committee which has created two (2) BACs and has designated BAC focal persons; Goal 2: Step-Up the rate of Obligation by assigning quota of 30% per quarter to all project leaders including a close monitoring of status of funds and conduct of pre-procurement and pre-bidding conferences; Goal 3: Step-up the rate of Disbursements by conducting an early procurement activities, commissioning the inspectorate team to join the delivery team which ensured prompt inspection and payments; Goal 4: Ensure Close Coordination and Collaboration with local government units (LGUs), Civil Social Organizations (CSOs) and private sectors as project takers/recipients. This is a management paper that narrates a story of an organization's problems and opportunities; and how it coped with the complexities of spending for the goods and services intended for the farmers considering the quantity, quality and timeliness of procurement and delivery. Likewise, the paper tries to document and appreciate the lessons learned from those challenges and use it as benchmark in facing another mile of the budget execution. |
