Summary, etc. | The proliferation of illegal drugs in the Philippines is due to illegal drugs being smuggled, manufactured and cultivated in the country. It is being felt in the results of anti-drug operations of law enforcement units and the drug abusers and their impact to society. Every country in the world is affected by illegal drugs and every country wants to get rid of it. The strategy employed to reduce illegal drugs is thru law enforcement, preventive education and treatment and rehabilitation. This paper provides a background of the drug problem in the Philippines by focusing on the results of anti-drug operations conducted by law enforcement units and PDEA since its creation so as to portray the impact of the proliferation of illegal drugs. It identifies the three main sources of illegal drugs which are manufacturing. smuggling and cultivation. The High Impact Operations conducted in January to September of this year is provided as a reference of the drug situation. The major accomplishments of the different PDEA leadership were stated to show the efforts undertaken against the problem. Also, some of the major reasons for the drug problem to thrive in the country were stated as is being reported in news and showed in televisions. It also gives an insight of another government initiatives and intervention especially in reducing the demand and abuse of illegal. Still, proliferation of illegal drugs through smuggling as one of the sources of illegal drugs were presented through the different anti-drug operations conducted by law enforcement units in seaports and maritime areas as data on smuggling activities cannot be recorded unless it was actually intercepted. Manufacturing, smuggling, cultivation and drug abusers were presented as the cause in the increase in the supply of illegal drugs which gives a negative impact to the society, the community and the government. In the framework of analysis, the cost-benefit analysis was used. The advantage and disadvantages and the social cost and benefits internally and externally were used against the proposed policies and stakeholders. The criteria used in assessing these policies are efficiency, effectiveness and social equity. The proposed solutions to address the proliferation of illegal drugs are 1.) Strengthen anti-drug operation against the smuggling of illegal drugs and chemicals in seaports and maritime areas by establishing an interagency maritime and seaport interdiction task group; 2.) Intensify drug abuse prevention and treatment and rehabilitation programs and activities in drug affected and unaffected barangays thru coordination and cooperation with stakeholders; 3.) Coordination, collaboration and cooperation with foreign counterparts thru a memoradum of agreement on border issues to dismantle the drug syndicates network and prevent smuggling of illegal drugs and chemicals; 4.) Death penalty to financiers, smugglers and manufacturers as an option against the expansion of the drug syndicates command and control and network while in prison; and 5.) Strengthen marijuana eradication operations efforts in all the identified plantation sites across the country by creating a task force dedicated against the cultivation of marijuana to stop its distribution and exportation. Strengthen anti-drug operation against the smuggling of illegal drugs and chemical in seaports and maritime areas by establishing an interagency maritime and seaport interdiction task group or unit was the policy recommended to address the proliferation of illegal drugs. One of the reasons it is recommended is that it is a High Impact Operation and that it also in line with the current policy of the Agency which is the conduct on anti-drug operations against High Value Targets and High Impact Operations. Another important consideration is the inability of PDEA to conduct anti-drug operation in seaports and maritime areas unless supported by agencies mandated in maritime and seaports. |
