Summary, etc. | Knowledge in any organization comes in different forms. They can be in the forms of tacit knowledge and explicit knowledge. Just like any organization, BSMED is not an exemption to hold vast knowledge that are critical for its day to day operations. The problem arises when the existing and present knowledge in a Bureau are not contained, sustained and shared among its employees. This problem can further develop and could result to more knowledge gaps if not immediately addressed. The situation can be critical when the knowledge gained from experiences(tacit) are lost once the employee leaves or ge separated from work either by retirement, transfer and/or reorganization. On the other hand, existing knowledge which could have been easily codified and shared (explicit) within the organization cannot be accessed and effectively used to serve requesting clients and stakeholders immediately. To address the above preceived problem, the scholar made an organization assessment of Bureau of Small and Medium Enterprise Development in December 2013 usign an adapted KM survey questionaire to identify the programs, activities, and projects (PAPs) on the areas concerning communication, productivit, and responsiveness. While it cannot be claimed that the results are accurate measures of performance, the questionaire capturedwhat may employees believe on how effective and efficient the PAPs were "perceived" by employees in the Bureau. The questionaire also disclosed the suggestions and recommendations of employees on the PAPs that should be undertaken or improved. Also, the scholar conducted interviews of key informants in the organization on the identified knowledge gaps/needs, and presented and analyzed using the political, economic,social and technology (PEST) analysis. Thus, the Re-entry PRoject(ReP) on KM practices on Knowledge Repositories ad Knowledge Sharing that will address the needs of users was identified as a needed intervention. The design and implementation of known KM practices in BSMED has been done in this ReP to resolve and improve knowledge access by having repositories of knowledge use of employees within the organization and its stakeholders. The KM practices served as tool/processes and techniques that captured the knowledge within the Bureau and made the said knowledge available int the repositories(i.e. physical KM Center, computer-based) both in printed and soft copies. Knowledge products were gathered, utilized, and shared internally and externally to stakeholders. The access to repositories and its contents (K products) were done through knowledge sharing in the forms of briefing sessions, and use of network facility (i.e. Office 365) of Department of Trade and Industry (DTI). The scholar also designed a segistration and feedback mechanism to get feedback from served clients and stakeholders. Lastly, to ensure ReP sustainability, the scholar and the Project Team members identified and proposed to management the institutionalization of KM practices and programs in BSMED. The proposal includes implementation of various activities, and promotion advocacy on the adaptation of KM in the plans, programs and projects that are beneficial for MSMEs development. |
