Summary, etc. The Department of Agrarian Reform-Region VI (DAR-R VI) had the highest Land Acquisition and Distribution (LAD) balance compared to other regions of the country when Republic Act No. 9700, the Comprehensive Agrarian Reform Program Extension with Reform (CARPER) took effect on July 16, 2009. The LAD balance was 206,686 hectares distributed within the six provinces of the region. It was experienced for the last three (2009-2011) consecutive years that DAR-R VI was not able to meet its target on LAD. The potential farmer beneficiaries (FBs) and the land owners are losing trust and support to the department due to the uncertainty of completing LAD when the funding ends by 2014. This indicates the need to improve the performance of the field personnel especially the Municipal Agrarian Reform Program Officers (MAROs) who are the field managers. The MAROs are responsible in accomplishing the critical activities in LAD. Based on analysis (problem tree analysis) the main problem for low performance was low morale of the field personnel caused by inadequate number of personnel to do the job, lack of training, pending approval of transition/rationalization plan, and more complicated process in LAD. The Re-Entry Project attempts to address the identified main problem which is the low morale of the field personnel thru training. The title of the project is "Training Workshop for Effective Management and Strategic Planning" which was conducted on January 7-11, 2013 at Centennial Resort Hotel and Convention Center, Alta Tierra Village, Jaro, Iloilo city. The participants of the training were the 29 MAROs coming from six provinces. The number of MAROs who participated in the training was based on the density of the LAD balance of the province. Negros Occidental had 15 participants, Capiz and Iloilo had five participants each, while Aklan and Antique had two participants each. The topics taken up in the training were Essentials of Organization and Management which covers organization as structure, management as an energizing principles that makes organization work and achieve goals, the study and practice of management, the management processes, the manager, the differentiation between a manager and a leader, leadership, delegation, problem solving and decision making; the second topic was the Review of LAD Status and Processes wherein the participants are updated by the latest issuances pertinent to land acquisition and distribution, and LAD Tracking System; the third topic was Transformational Leadership which cover the discussion on leadership capital inventory, leadership style, behaviors of transformational leaders, attributes and capabilities of transformaitonal leaders, transformational leadership that impact organziational growth, and how dies transformational leaders work, mental model, "U" theory/process, social divides, and bridging leadership; and the last topic was the Strategic Plannning/log frame which tackled the essential step in the development of a results-based re-entry plan of the participants. The last day of the training workshop was the presentation and critiquing of the Re-entry Plan. Specifically, the log frame is done for the Land Acquisition and Distribution for 2013-2014. A Gantt Chart was also accomplished and presented by the participants as to the tasks and the corresponding number of months to accomplish it. Finally, the targeted output which is the LAD Strategic/Action Plans which is the Re-entry Project Plan of the participants was completed. The accomplished Action plans covered 59.68% of the area still to be processed.
