Summary, etc. This Re-entry Project is an initial attempt to institutionalize a monitoring system that greatly involves beneficiaries who are positively and/or negatively affected by the implementation of social infrastructure projects. Beneficiary participation in monitoring taps the citizens to do the data collection, processing and analysis of selected indicators of social infrastructure projects of which they will ultimately become the managers or administrators or users. Social infrasrtructure projects include day care centers, school buildings, water supply systems, communal irrigation projects, health centers, among others. Involving beneficiaries in monitoring promotes ownership of and responsibility for data and information monitored. The monitoring report generated by beneficiaries provides implementing agencies or local government units with early warning signs of impending crises or problematic areas. Timely feedback can trigger immediate rectification by implementers. It focuses only on the monitoring stage of the project cycle. It also promotes beneficiary-focused monitoring, with the beneficiaries not just "respondents" or "interviewees" during monitoring but as "monitors" who will actively participate in identifying a) problems related to project implementation and their corresponding solutions, and b) good practices for possible replication. It attempts to fill this gap in the governance structure to pursue the President's "Social Contract with the Filipino People" by involving the communities, not only in planning, but also in monitoring. This Re-entry Project used the Collaborative Governance Framework in analyzing the dynamics of beneficiary participation and the contributing factors to the success of the endeavor. It was pilot-tested in the Provincial Waterworks and Sanitation Project of the Province of Iloilo. It was implemented at Barangay Agusipan, Badiangan, Iloilo and actively participated by the citizens living in the barangay.
