Summary, etc. | This Re-entry Project is a product of collaboration, consultations and meetings with then, former PDEA Director General, Undersecretary Jose S. Gutierrez, Jr. and his predecessor, the incumbent Director General, Undersecretary Arturo G. Cacdac, Jr. CEO VI, along with various Regional Directors, Service Directors and staffs in finding ways and remedies to empower the Regional Directors (RDs) to impose administrative sanction for light offenses against the erring personnel in the regional offices because at present, only the Director General (DG) has the sole prerogative to impose disciplinary action, being the disciplining authority, upon the recommendation of Internal Affairs Service (IAS). Institutionalizing disciplinary mechanisms for light offenses in the PDEA regional offices would empower the Regional Directors (RDs) to exercise disciplinary/investigative power for light offenses against erring personnel in the region for certain misdemeanor or misfeasance in the service. As an innovative approach, cases involving light offenses may be resolved in the regional level with finality. For this purpose, the necessary internal guidelines were drawn up. Collaboration and consultations with stakeholders, especially the regional offices, were pursued to ensure their buy-in for the project, and that their feedbacks are carefully considered. In my capacity as member/secretariat of PDEA's Annual General Inspection committee, I presented the ReP project to nine (9) regional offices in December 2012 during the general briefing sessions, and initially solicited inputs and comments as bases for developing the required internal policy. In the process, the project has allowed me to demonstrate collaborative governance with transformational leadership as driver. Institutionalization is assured by way of the proposed internal policy on the decentralization of disciplinary powers to RDs for light offenses. Ultimately, this project will lead to shortening the period of proceedings for the immediate and speedy disposition of administrative cases. This will give PDEA's regional offices a stronger sense of responsibility and accountability over personnel on administrative cases. By and large, the project promotes transparent, accountable and participatory governance in the Agency, consistent with President Aquino's call for public offices to pursue and remain faithful in choosing and taking the "Daang Matuwid" or the right path towards achieving professionalism and integrity in the service. |
