520 ## - SUMMARY, ETC.
Summary, etc. The Bureau of Argicultural Statistics (BAS) through the Republic Act No. 8435 knows as the "Agriculture and fisheries Modernization Act (AFMA) is mandated to: provide technical assistance to end-users in accessing and analyzing product and market information and technology. The Production and Marketing Analysis Service (PMAS) was developed to address the mandate. PMAS is an empowerment tool for small farmers' organization through provision of information to guide farmers on which crops to produce and where to sell based on past and current trading patterns. PMAS is implemented in 13 provinces and has been a frontline service of the bureau. But even then and with the recent organizational development in the Philippines Statistical System (PSS), the following PMAS concerns need to be addressed: the need to continue and sustain the service: the need to disseminate the information package to more farmers: and the need for additional budget for this function. Manpower and financial aspects were among the main constraints in addressing the bureau's mandate on AFMA. With the passage of RA 10625- knows as Philippine Statistical Authority Law, the continuity and the sustainability of the PMAS is threatened with the abolition of BAS. The service appreciated by the farmers will no longer be implemented across the country. This Re-entry Project (ReP) put in place the "transition mechanism for PMAS in view of the PSA Law. "The objective is too establish a smooth shifting of responsibility to an identified stakeholder towards continuity and sustainability of PMAS. Under this ReP, the following intervention had to be undertaken:conduct of capacity building training to orient. appreciate and capacitate the identified stakeholders; organize training module and processes on information packaging into a handbook to serve as reference in the future enhancement: and forging an agreement with the "implementing partner" to ensure the continuity and sustainability of PMAS; a Handbook on PMAS; and MOA to sustain PMAS. These can be used as inputs in crafting a policy for the Secretary of the Department of Agriculture in transferring PMAS to one of the bureaus or attached agencies whose mandate is to give direct assistance to the farmers in production and marketing their products. With this, PSA-BAS now as the assurance of preserving the PMAS technology.
