Summary, etc. | The Philippine National Police (PNP) is the primary law enforcement agency of the country. It is mandated to enforce the law, prevent and control crimes, maintain peace and order, and ensure public safety and internal security with the active support of the community. This Mandate is embodied in the law of activated the agency, Republic Act 6975 as amended in pursuance to the provision of the 1987 Constitution to have one police force that is "national in scope and civilian in character." Several controversies have been besetting the PNP through the years of its existence. Among these are graft and corruption, human rights violation, irregularities in the performance of duty, incompetence and poor capabilities of operating units among other issues. all of these controversies contributed to the continued dehydration of the agency's image the ultimately made it as one of the government agencies with the lowest public approval rating. Controversies on human rights violations are irregularities are more often than not, linked to the discharge of the duties and functions of the PNP or the so called police operations such as the service of search warrants and warrants of arrest. Most of the time, this results in the dismissal of cases filed in court and worse, filing of criminal and administrative cases against police operatives thereby putting them in hot water, not to mention the negative perception inculcated before the public. Rights of every individual are protected by the state.. This is founded in the 1987 Philippine Constitution under the Bill of Rights ans ensured by several laws enacted by the Philippine legislature. This goes to show that the state puts premium on the security of life, property of every citizen. Similarly, police operatives who are religiously performing their duties and functions must be protected against unfounded and baseless lawsuits and public persecution. These two concerns. the human rights protection and the safeguard of PNP personnel against harassment cases are issues that need to be addressed by the PNP personnel against harassment cases. One way of addressing them is the improvement of processes and procedures in police operations. This ReP introduced the use of video camera in police operations particularly in the service of search warrant. When video cameras are used to record the implementation of search warrants, they can provide a valuable visual and audio record of the operation. this is a very useful tool to address the issues earlier mentioned and is geared towards the attainment of credible police service by promoting transparency and awareness on oath the police and the public aspects and thus contributing largely to the vision of the PNP. The ReP was implemented in Catanduanes Police Provincial Office (Cat PPO) under Police Regional Office (PRO 5), more particularly at Virac Municipal Police Station, the capital town of Cat PPO. The implementation proved the doability of the concept thus worth sustaining the PNP organization. |
