| Summary, etc. | The Philippines is one of those countries who are committed to reduce maternal mortality. One way of achieving such task involves the increasing of facility based delivery. This task should be implemented first at the municipal level. In the local setting recognition of the community needs that are specific to the locality is vital in local health systems development. Identification if stakeholders and key players is essential in pooling support for these programs. Thus, this research paper focuses on addressing facility based delivery through the implementation of a local maternal health program via a health systems approach. This paper aims to improve the maternal health status by targeting an increase in the facility based delivery performance through the involvement of the different building blocks of a responsive health system. It first focuses on describing the FBD status of municipality in the last three years. It also aimed to determine the main reasons of home deliveries on the municipality, these reasons, once identified, was then used as basis for the formulation of different interventions via the involvement and coordination of the different building block in a health system. Document review, surveys and focused group discussions was conducted in to get to the right perspective. Through FGDs with the different stakeholders, interventions were then proposed and implemented that targeted the identified barriers on the initial survey. As a result of the interventions there was a noted sharp increase in the FBD performance of the municipality and a sharp decline in home deliveries. Hence, this paper had been successful in improving maternal health status by increasing facility based delivery and reduce the number of home deliveries through a health systems approach. |
