Summary, etc. Local health leaders are believed to have significant roles in the health system to address gaps and inequities that hinder achievement of better health outcomes. Leadership programs such the Municipal Leadership and Governance Program (MLGP) is just one among programs in health that pursued to empower leaders to be able to strengthen institutional arrangements and responsive programs to improve the local health system. Hence, the purpose of the paper was to provide an assessment on the effects of the Municipal Leadership and Governance Program (MLGP) in five municipalities of Mt. Province in improving the local health system through an evaluation process that was operationalized and produces evidence based results. Further, the paper aimed to identify the evaluation tools and systems that were used to evaluate the Municipal Leadership and Governance Program at various phases of evaluation. The methods applied were document reviews and analysis of program documents that served as evaluation tools at the different phases of the MLGP. The phases were mainly training and practicum phases where field visits and coaching were conducted to provide additional data to establish effects and relevance of the program. As a result, the project has established relevance of the training and coaching sessions to improve the leadership competencies of the local health leaders of the municipalities specifically the mayors and the Municipal Health Officers (MHO) that subsequently improved their local health system and eventually improved the intermediate outcomes. Further, results revoked that and established evaluation plan and system is significant in producing evidenced based results as an assessment of any program which can be utilized for other development programs. As an end, with the given results, it will encourage partners and stakeholders to support programs for its sustainability.
