Summary, etc. | Nongovernment organizations (NGOs) are significant to a community during disaster response, recovery and rehabilitation for the delivery of health services and promote well being of the survivors. However, the ability of the community to draw on NGO services have been highly flexible due to inadequate policy and financial support which have hindered participation in recovery activities. This paper discussed the participation of NGOs, the challenges they faced in disaster recovery and rehabilitation and will identify potential policy and program recommendations to address these challenges. Identification of a potential policy would create a dialogue on how NGO engagement could be enhanced effectively in delivery of health services during disaster recovery and rehabilitation. Document analysis, observation, and key informant interviews were utilized in this study to review the practices, roles and functions of NGOs in disaster management, to grasp the detail of the project NHOs are implementing in partnership with LGU and to determine the gaps, issues and challenges faced by the NGOSs while implementing the projects in the municipality. Hence, particularly governance of NGOs on the recovery and rehabilitation of health service delivery post earthquake strengthen the local health system towards better health outcome. A more detailed and specific national and local policy highly indicated to be developed to formalize and integrate NGOs roles into planning and implementation of recovery efforts. |
