Summary, etc. Health system functions only with health workers. Their condition in terms of motivation and competence can potentially affect the provision of health services. Low motivation and poor competency undermine the efficiency and quality of service provision and drive workers away from the profession. To achieve targets in health performance, it is critical to identify and address the gaps in the workforce. This action plan and project assessed level of motivation through motivational assessment tool and focus group discussions, and recommended a management program for the health workforce. Knowledge on core competencies was determined through written examination on six domains (analytical, communication, leadership and system thinking, financial planning and management, policies and cultural competency). Skills were assessed through objective structured clinical examination and direct observation. Results showed that health workers were burned out and dissatisfied with their job through their scores showed moderate level of motivation on measurement tool. There was also no significant difference on the level of motivation among the permanently hired and volunteer health workers. On core competency assessment, health workers performed poorly. Only three out of ten eligible for assessment passed. The lack of enabling environment because of organizational and managerial concerns such as lack of performance monitoring system, inappropriate mentorship and lack of timely relay of trainings were all contributing to the poor level of knowledge and skills of the health workers, and to the inability of the health workforce to apply their acquired learning from the trainings of the Department of Health. These caused futility in investments and increased gaps in access to quality health care of the people. The matino at mahusay program was a health workforce management program created to address the gaps and workforce individually, strengthen governance in the HRH, and establish partnership with the Department of Health for sustenance. Further research was needed to establish the impact of the health system intervention used in this program.
