Summary, etc. In the devolved setting of the local government units, it is a common observation where health resources are limited to cater the needs of the population. Hence, an in depth needs analysis is important fro local health plans to be developed and properly implemented. Prior implementation to such plans and health reforms, policy instruments has been taken into consideration. Stakeholder's analysis was important as a public manager to smoothly carry out plans especially during the implementation phase. Interplay of the different stakeholders came into place in which a public manager as a negotiator was an important value. Thus, this action plan and project worked on the Establishment of a Primary Care Facility in an island municipality as an economic enterprise to partially cater and initially augment the scarcity of health resources particularly drugs, medicines and supplies. This ultimately and equitable health services, thereby better health outcomes. Document analysis and Focus Group Discussion were employed in this action plan and project to properly obtain every perspective in this study. Ultimately this project established the foundations of a sustainable health financing strategies of Calayan Infirmary as a Primary Care Facility through the conserted effort of various stakeholders in the community.
