Summary, etc. Mental health is a crucial indicator of human development and serves as a main development of well-being, quality of life, and hope. It is an essential part of health and is more than just the lack of mental disorders. Millions of people worldwide have metal health conditions and it is estimated that one in four people worldwide will experience a mental health condition in their lifetime. The objective of this study is to institutionalize a functional mental health program in the municipality of San Enrique, Negros Occidental. The study aimed to determine the current mental health status of the municipality, in terms of the prevalence of mental disorders and current practices of stakeholders in mental cases, identify the factors that contribute to the detection of individuals with mental health conditions and develop sustainable strategies to institutionalize the mental health program. Document review, key informant interview, and focus group discussions were done in the development of this action p[an and project. Document review revealed that no data was available in the RHU with regards to mental health disorders from 2013-2015. Only data from the MSWDO reported that there was 2 mental health cases. During the implementation, the number mental cases rose to 52. Indeed, there is poor detection and underreporting of mental disorders in the municipality. This is a result of the stratisfaction of perceptions among the different groups who were included in the study: the general population sees mental health as wellness of daily living, barangay health workers and rural health midwives see mental health as synonymous with mental disorders of a defect in the mind of an individual, specifically, psychosis. Also with the consultative meeting with the stakeholders, it was realized that integration and commitment of the key stakeholders is essential in building a strong foundation for the establishment of mental health program. from these perceptions, interventions were proposed in implemented, including participation of health staff and barangay health workers in capacity-building activities, allotment of budget for the mental health program, conduct of IEC activities fro mental health promotion , field visits, and designation of Tuesday and Thursday afternoons for mental health services, use of a booklet to ensure compliance, and creation of prevention programs using the life-course approach. The finding of the study can be used as basis in the implementation of mental health programs in other communities, and further research on improvement of the quality of life may be done to fully assess its impact.
