Summary, etc. Tuberculosis (TB) has existed for millennia and remains a major global health program. It causes ill-health in millions of people each year and in 2015 was one of the top 10 causes of death worldwide. This is despite the fact that TB is highly preventable (WHO 2016). If left untreated, TB could lead to a disabling condition and even death. If partial treatment is done, this could lead to drug resistance and further spread for the disease. In 2015, TB ranked 7th in mortality and morbidity of the municipality (Municipal Profile, 2015). The implementation of National B Program (NTP) in the municipality of Roxas, Palawan reflects the struggle to control the spread of a highly infectious but curable that has a great impact on the productivity of the people in the community. The study aimed to strengthen the National TB Program using the Health Approach in the Roxas, Palawan. This is a qualitative research which used document review, direct observation, survey questionnaire, focus group discussions and key informant interview for data collection. Assessment showed that there is poor NTP implementation using the six building blocks of health systems. Factors identified that led to low Cure Rate and Treatment Success Rate were weak health system, insufficient knowledge about TB, limited access to quality healthcare, and negative attitude towards TB. Other determinants affecting NTP implementation include lapses in political commitment, inadequacy of budget, shortage and inefficiency of health professionals, lack of intensive IEC campaign, and limited access to diagnostic modalities. These factors were addressed based on the six building blocks of health systems and PhilPACT Strategies leading to increased involvement of the LGU, increased health financing, augmentation of health workforce, accessibility to diagnostic modalities and improved knowledge, attitudes and practices of the community regarding TB. However, despite the strategies implemented to increase TB Cure Rate and Treatment Success Rate, there was minimal improvement in Treatment Success Rate (77% in 2016) and Cure Rate (49.25% in 2016) continue to fall below the National Target. The impact of the action plan and project still needs to be assessed in the next five years to conclude whether applying the health systems approach in NTP implementation is effective in Roxas, Palawan.
