Summary, etc. | The marching order of the President to wage an all-out war against drugs sparked major controversies and called for proper rehabilitation of drug users. Due to lack of accredited in-patient rehabilitation centers in the Philippines, the government channeled its response to the implementation of a community-based treatment and rehabilitation of persons who use drugs. However, the municipality of Pilar, like many other Local Government Units, faced many challenges in the implementation of this complex program. This study aimed to determine enhancement strategies in the implementation of the community-based treatment and rehabilitation of persons who use drugs in the Municipality of Pilar. The results of the study revealed that many drug users fell in the low-risk category while few others have moderate drug use. Moreover, the most notable problem f the current program was that the treatment strategies were not directed towards change and were only implemented for the sake of compliance to accomplishment reports requires to be submitted. Hence, the study concluded that more effective treatment strategies must be provided for the drug users. The severity of drug use and the readiness of the drug users to change must be considered in identifying these treatment strategies so that the rehabilitation will be directed towards change and ultimate recovery of the drug users. This rehabilitation process stresses the use of different treatment approaches such as the Matrix Intensive Out-patient (MOP) Program. However, implementing this posed a major challenge to the Municipality of Pilar especially on making the different stakeholders get involve in the implementation of the program in the municipal or barangay level. the study recommended that a multi-stakeholder approach should be conducted. This can be made possible by utilizing the bridging leadership framework by first designating a focal person who will own the problem. Then the rehabilitation program used based on their collaborative efforts will be made. The seven steps to successful community-based treatment and rehabilitation for persons who use drugs is a result of this engagement mechanism with different stakeholders to find an easier way to implement ther MIOP. |
