Summary, etc. This study aimed to strengthen the Maternal Health System of Don Marcelino by streamlining Department of Health, Zuellig Family Foundation and World Health Organization SubNational Initiatives strategies. The study revolves around the concepts of ZFFs Health Change Model and WHOs vision cascading of performance accountability system for safe motherhood. Hence, the Don Marcelino Streamlined Maternal Health System Framework was formulated to improve maternal health outcomes and obtain accountable service providers. Through Focus Group Discussion (FGD), Key Informant Interview (KII) and document analysis methods, an MLGP roadmap was formulated from FY 2012 to the second quarter of 2017. This served as a tool for evaluating the Maternal Health System in Don Marcelino before and during ZFF and WHO SNI introduced Health Leadership and Governance Program (HLGP) and Accelerating Convergence Efforts through Systems Strengthening for Maternal and Newborn Health (AcCESS for MNH), respectively. The roadmap evaluation revealed a noticeable improvement in service delivery performance Indicators, such as, Facility Based Delivery (FBD) and Skilled Birth Attendant (SBA). This study traced leadership and governance as the catalyst building block in helping improve performance indicators. In addition, other building blocks such as health financing, human health resource, access to medicine and health information succeeded. Furthermore, the study concluded that the capacity building of health leaders introduced by the Zuellig Family Foundation alone may not be enough to improve leadership and governance in the health system. This research revealed that implementing the Performance Accountability System (PAS), piloted by WHO SNI, develops a sense of accountability that contributes to a more strengthened health system. A system that links performance evaluation and immediate feed backing to those who have labored through the program, like PAS MNH, are more effective in improving accountability.
