Summary, etc. Increasing incidence of vehicular crash is now becoming not only a national but a global concern. These vehicular crashes resulting in a serious physical injury have placed it among the leading causes of premature death and disability especially among the young and productive edge group. These road accidents do not only cause disability or loss of lives but also entails damage two properties and loss of economic opportunity to the affected individuals and their families. The high hospitalization cost brought about by major and catastrophic events can impoverish middle income family especially if the affected individuals are the bread winner. Furthermore, public hospitals which either completely or partially subsidizes medical costs of acute, chronic and rehabilitative care of affected individual can diminish the already limited resources of these health facilities. The funds which can be used to support the hospital's operational expenses the effects significant and improve health outcomes of the general public were used to provide for the medical expenses for this highly preventable cases. Like any disease processes, the incidence of vehicular crash is influenced by the interactions of three key players which are the road user (host), vehicle (agent) and road infrastructure (environment). Drivers, passengers, pedestrian, traffic law enforcers street, street sweepers, expressway and tolll personnel are all considered as road users. How one behaves may have a subsequent and unintended effect on the others. Since driver is in command of the vehicle, the direct causal relationship on the incidence of vehicular lies on the behavior and actions of the driver Several studies have shown that the most common cause of vehicle crash is human error on the side of the driver and even pedestrian which are manifestations of their blatant disregard of traffic rules and regulations. The availability of sponsored Philippine Health Insurance Corporation membership and medical care subsidy coming from government hospitals on the other hand, may also have contributed in the increase in incidence. Owing to the fact that a third payer scheme is in place, members and qualified dependent to engage in risky and unhealthy lifestyle and behavior using the concept of moral hazard. In the World Health Organization road safety strategy map, there are five important pillars that must be addressed to immediate decrease the incidence of vehicular crash and then sustained it. These include Road safety Management, Vehicular Safety, Road Users Behavior, Road Infrastructure and Post-Crash Care. In the Philippines, the government agent which is directly mandated to ensure the road safety through licensing and regulations of drivers and motor vehicles is the Department of Transportation and its line agency Land Transportation Office under Republic Act 4136. for the purpose of addressing vehicular crash as a health and socio economic issue where the Department of Health through its line agency such as Ilocos Training and Regional Medical Center, can collaborate with principal agent to affect significant change. Three policy innovations/options recommended by the author. This policy options are based on a conceptual framework which was developed in this paper. It established linkages and explanation on how these five road safety pillars can be applied in addressing vehicular crash in its spectrum, prevention, actual crash and post-crash event. Using the WHO Conceptual Framework of Health wherein health outcome is largely dependent on several factors outside of the health system, so called "social determinants of health", policy innovation included in this paper focuses also what other sector can do in order to address this health issue. All options are concluded to be feasible and doable. These can be implemented simultaneously or one after the other since options are recommended in the varying spectrum of vehicle crash from prevention to its post-crash care.
