| Summary, etc. | This Re-Entry Project (ReP) attempts to address the Road-Right-Of-Way (RROW) concern as an actual intervention in the implementation of infrastructure project in Ayala, Zamboanga City. It presents some innovations in dealing with RROW issues. The lessons gained from the ReP could serve as a guide in dealing with the problem in other areas of the country. The ReP focuses on mobilizing communities and local people, particularly the affected ones, in resolving RROW issues and concerns. This approach is viewed as transformative as it has never been tried throughout the country over the years. For the implementation of the ReP, a project team was formed headed by the District Engineer with the Scholar as the ReP Project Manager. The members of the ReP Project Team and their respective duties and responsibilities were spelled out in Chapter 3 of this report. As a ReP Project Manager, the Scholar coordinated with the barangay officials, City officials and other stakeholders, and supervised members of the team. The ReP was implemented from April 2015 to end on June 2015. All the deliverables were completed. Deliverable numbers 1 and 2 were 100% completed, while deliverables 3 and 4 were simultaneously done. The preparation of the road design and the formulation of the work and financial plan for the construction of the road project had to be done iteratively. At the end of the three-month ReP implementation period, deliverables 3 and 4 were both 100 percent completed. On the whole, the ReP was completed except for the relocation plan. The ReP project team was unable to cover all the affected persons and households; hence, approval and specific concerns were not included in the relocation plan. This unfinished deliverable shall, however, be continued. Based on the results, the Scholar recommends the following to be undertaken: 1. The Scholar proposes that he be allowed by his superiors to share the ReP and the lessons learned with other RROW agents starting at the Zamboanga City District Office, then moving on to other Engineering Districts within Region IX. Another vanue for sharing would be at the national level which could be done during nationwide forums of RROW agents or whenever there is a chance to share it with RROW agents from other agencies. 2. The Scholar recommends that a Memorandum Order adopting the approach and processes employed in the conduct of the ReP so that it could be replicated in other areas within the region where RROW is a subject of concern. 3. The Scholar also recommends the constant monitoring of the impact of the ReP as well as for the conduct of other remaining activities, such as: (a) continuation of the payment of just compensation; (b) the clearing of the RROW; (c) construction of the road in Barangay Ayala; and (d) monitoring of the transfer of PAPs to the relocation sites to ensure their welfare. |
