| Summary, etc. | This study aims to determine the effect of the implementation of the maternal incentive and health worker incentive strategy on improving the impact of facility-based delivery on the maternal health and neonatal health indicators of the Municipality of Barbaza, Antique. It aims to maintain zero maternal mortality and improve maternal morbidity and neonatal mortality in the municipality by increasing the proportion of institutional deliveries. However, institutional or facility based delivery is not the only solution for reducing the maternal mortality and morbidity, It is also important to identify high risk pregnancy and give them priority care and facilitate timely transport of referral facilities thereby institutionalizing the service delivery network in the process. This study made use of focused group discussions, guided questionnaires in determining the KAP of mothers to determine the gaps in the implementation of the facility based delivery in the municipality. This will provide insights into the decision making process and overcoming access barriers. And possibly influence the health care seeking behavior of the community through information dissemination, education during the pre-natal check ups of the dangers of home delivery and the benefits of facility based delivery and skilled birth attendance. This study focuses on maternal facility based delivery on the Municipality of Barbaza and its possible impact on the infant in terms of breastfeeding, newborn screening and early newborn care and its impact on mother on early maternal care, timely referral and timely post partum health check. This study also focuses into the current practice of the pregnant mothers, its support group, the traditional birth attendants, municipal health workers and the local government unit in relation to facility-based delivery. This will address the gaps by engaging the stakeholders in the municipal and the barangay level. Addressing the legislation or policy making in order to prohibit the practice of home delivery and engaging the local health board and the local finance so as to better improve the maternal and neonatal outcome and effectively sustain the project. It also includes the Maternal Care Package Incentive program of the Philippine Health Insurance and how to maximize its benefits in order to strengthen the maternal and neonatal service delivery. This aims to incentivize mothers and addressing the high financial cost as one of the barriers in accessing the skilled birth attendance and facility based delivery. It will also incentivize health workers in order for them to really be engaged in the activity process and continue to better themselves in delivering the quality care to the community, and lastly the free delivery of services to the community. The incentives will be given from the time of pre natal check up, delivery and post partum care up to the immunization of the child. |
