Summary, etc. When Republic Act No. 11223, s. 2019 of or the “Universal Health Care (UHC) Act” was passed, PhilHealth also realigned its Philhealth Strategic Plan (PSP) 2021-2023 to integrate the policy changes brought in by UHC because the law guarantees equitable access to quality and affordable health care protection to all Filipinos. (Philhealth Strategy Map). At the same time, Philhealth also anchored with the National Economic Development Authority’s (NEDA) Ambisyon 2040 which aims to achieve “matatag, maginhawa and panatag na buhay” for every Filipino.<br/>At th height of COVID-19 pandemic in 2020, Philhealth was under public scrutiny because of corruption allegations involving its top-level officials. Consequently, the agency was caught in the quagmire of dwindling public trust. The Health Care Institutions (HCIs) would want to lose their ties with the corporation while the Overseas Filipino Workers (OFWs) protested against the increase in premium contribution. With the issues on corruption and public trust, the sustainability of the corporation is in question as the Commission on Audit (COA) cast a doubt on the continuity of operations of Philhealth. These issues threatened the very existence of Philhealth as well as these posed the risk on the attainment of UHC as mandated by the law.<br/>There is a need for the corporation to improve its processes, policies and procedures in accordance with the requirements of the Republic Act 11032 or Ease of Doing Business and Efficient Government Services Delivery Act (EODB-EGSD) and the Government Quality Program for it to thrive. The commitment of the management to provide “one single truth” reports to the public that shows how each peso is spent is a step in strengthening the public trust with the corporation. This capstone project was hence conceptualized with the goal to improve transparency and accountability through reliable financial reporting.
