This five-year development plan 2014-2018 entitled "Bugsay: Rowing Progress for Romblon" encapsulates the development agenda and the use of strategies in implementing action plans appropriate to the environmental conditions, attitudes and values of the faculty of Romblon State University. It is designed to embrace the challenge of 21st century society by embarking on a collaborative and multi-disciplinary approach with supports from different experts and partner institutions. The metaphorical theme of bugsay represents the condition of living and the efforts to survive in archipelagic environmental conditions. It also symbolizes the opportunities to make the implementation of this plan successful and the challenges that may hinder along the way. Strategic options consistent to weather the conditions of cultural differences, attitudes, values, political affiliations, among others are essential in ensuring supports and participation of all stakeholders. Proper timing to weather these conditions makes the journey smooth and successful. - From the Book
