Peace, cooperation and development remain a major trends, yet the world is still faced with many problems and challenges as well as rapid, complex and unforeseeable developments. Hence, all the countries and multilateral institutions should work together to maintain peace, cooperation and development, while Viet Nam has always been an active, constructive and responsible member of international institutions.
Pham Binh Minh (2015). Viet Nam's external relations in renovation period: some theoretical and practical issues. International studies, 32, 17-30. After nearly 30 years sine the implementation of foreign policy of the renovation period, Viet Nam has realized deep and extensive international integration, actively participated with responsibility in forums and international and regional organizations, broadened and deepened foreign relations with countries in the world. Thirty years are an important opportunity to renew and assess theoretical and practical issues of Viet Nam's foreign relations, perception and implementation of the foreign policy of the party and state of the socialist Republic of Viet Nam, and draw lessons and recommendations for continued renewal of foreign policy in the coming time.
Dang Dinh Quy (2015). Promoting multilateral diplomacy in service of international integration. International studies, 32, 31-44. Today, with the trend of globalism and dynamic development of international mechanisms and institutions, multilateral diplomacy has increasingly confirmed its role as an important track in close coordination with bilateral diplomacy in solving international problems. Similarly, multilateral diplomacy has, over the past years, confirmed its important role in the process of Viet Nam's implementation of the diplomatic line of the Doi Moi (renovation) period with the orientation on international integration mapped out by the party's 11th national congress in all fields. This article presents the domestic and international contexts in the coming time when we are boosting multilateral diplomacy towards international integration and broadly points out recommendations to promote multilateral diplomacy to serve international integration in the coming years.
Vu Duong Huan (2015). 65 years of besiege-eliminating diplomacy during the anti-French colonialist resistance. International studies, 32, 45-62. In early 1950s, a wide range of significant events took place in the history of external relations of the young democratic Republic of Viet Nam. The Viet Nam - China relations were established on January 18, 1950; the Viet Nam - soviet union relations on 30 January 1950; the Viet Nam - democratic people's Republic of Korea relations on 31 January 1950; the Viet Nam - Czechoslovakia relations on February 1950; the Viet Nam - Romania and Viet - Nam - Hungary relations on February 2, 1950; the Viet Nam - Democratic Republic of Germany and Viet Nam - Poland on February 8, 1950; and the Viet Nam - Bulgaria relations and Viet Nam - Albania relations on February 11, 1950. Viet Nam's besiege-eliminating diplomacy was successful. On the occasion of the 65th anniversary of establishing diplomatic relations between our country and 10 socialist and democratic and people's republics from Europe to Asia, let us review the context, rationale and significance of the events that have ever been seen in our nation's history of diplomacy.

"As to the United States, we have a way to take initiative to lead it to withdrawing, because it is a complex matter. Fight with one hand, opening a path for it to withdraw with the other, keeping a curtain in front of the doorway." (Ho Chi Minh) Combining fighting with negotiating is a traditional strategic thought of our people in the process of national construction and protection. This tradition has been inherited and compounded to its height during the Ho Chi Minh era from the first days following the August revolution in 1945 to the two resistance wars against the invading French and American military forces. This paper presents and analyses the thought of combination between fighting and negotiating on the resistance war against the American imperialism.
Jenner, C. J. (2015). Engaging the changing order in South-East Asia: viewpoint from the UK. International sudies, 32, 85-115. The article below was prompted by five questions which Vietnam new agency asked Dr Jenner to answer in preparation for a series of televised interviews and newspaper reports. These issues are as follows: (i) the regional order in the South East Asia in relation to the changing character of the global international system; (ii) impact of Washington's strategic rebalance on the order in the South East Asia, especially in terms of regional security; (iii) the primary measures for maintaining peace and security in the South East Asia and the role of ASEAN; (iv) the role of big powers to build strategic trust as a necessary measure for maintaining peace and security at the global and regional levels; (v) the national interests of the UK in South-East Asia and role of the UK in the region.

From the very start, the political-security cooperation within the ASEAN countries and between the group and its partners were strengthened in all aspects. This reaped a wide range of significant results, building dialogues, promoting confidence, and practically contributing to the enhancement of regional peace, security, stability and cooperation as well as to effectively coping with emerging challenges, both traditional and non-traditional security. However, the ASEAN capacity over the regional disputes in general and the East sea )the South China Sea) disputes in particular is still limited. The question of the ASEAN role over these disputes in the context of the ASEAN political-security community that will come into reality by the end of this year needs to be answered.

The article that is devoted to the analysis of the problems associated with the dismantling of the political regimes in modern states (both authoritarian and democratic type), and with the role of technology in the process of color revolutions, is consisting of four parts, namely (i) Geopolitical picture of the modern world in the context of growing instability; (ii) Strategy of "controlled chaos" in the conditions of chaos in international relations: myths or reality? (iii) Actual aspects of the new world order formation on the platform of the Russian model of noosphere policy; (iv) Color revolutions and the problems of dismantling the political regimes in a changing world.

In assessing the attractiveness of a country for investment a company will consider economic aspects, issues affecting cash flow, market size, and company strategic objectives. Clearly these are critical - if returns from the investment are not positive, and risks manageable, the investment will not be made. However, what s often not appreciated by investment policy makers and by investment promotion agencies is the key role of human resource issues in a company's decision.
Nguyen An Tuan (2015). Vietnamese Australians' community: realities and prospects. International studies, 32, 175-210. The Vietnamese arrival and integration into Australia represents a quintessential case of cultures in collision. In 1975 there were only about 1,000 people born in Viet Nam living in Australia. Over nearly the next forty years the community grew over two hundred and fifty thousand members. Before 1975 Viet Nam and Australia barely knew each other-except through the prism of the American war. By 2012 the second and even the third generations were a significant part of Australian political, economic and cultural life. The Vietnamese were used as the trigger for the end of the bi-partisanship on multiculturalism at the end of the 1970s, were implicated in the rising paranoia about unsafe cities in the 1980s, and centrally embroiled in the emergence of a politics of race in the 1990s. The article will analyze the Vietnamese Australians' contribution to Commonwealth of Australia and Viet Nam in terms of economic development, multiracial and multicultural society as well as contribution to promotion of the comprehensive partnership relationship between Viet Nam and Australia at present. The article will analyze current problems of the Vietnamese Australian community and suggest measures to overcome these problems. The article will also forecast the prospect of Vietnamese Australian community in Australia in the future and propose some suggestions to improve the role as well as status of Vietnamese Australians in Australia and Viet Nam.
Pham Thi Thanh Binh (2015). Highly skilled labor migration in ASEAN: situation and solution. International studies, 32, 211-232. Highly skilled labor is an essential input to an innovative economy. In recent decades, highly skilled workers have become more mobile internationally, and this has made it more difficult for developing countries to attract workers, especially skilled labor. In 2015, the establishment of the ASEAN Economic Community (AEC) will turn ASEAN into a region with free movement not only of goods, services and investment, but also of skilled labor. Therefore, the movement of highly skilled labor has attracted a great attention from policymakers in the region in recent years. This article analyzes the phenomena of highly skilled labor migration in ASEAN and the effects on countries that send and receive workers in this way. The paper also presents some proposals and solutions for highly skilled labor migration in ASEAN.
Phan Duy Quang (2015). Viet Nam's external strategy in the early 21st century: a search for its major shifts from geographical perspective. International studies, 32, 233-254. The article, from the geopolitical perspective, points out major shifts in Vietnamese external relations agenda during two decades of the early 21st century. These strategic modifications have created favorable conditions for the national development. On the other aspect, the process to implement these strategic orientations is facing many tough geopolitical challenges. They are pressing Viet Nam to continue to carry out necessary and timely adjustments.
