Several programs have been implemented to combat the problem on youth unemployment but records would show that not much has been accomplished. Interventions were focused on youth wage employability through DOLE's Special Program for the Employment of Students (SPES), Working Youth Center-Youth Entrepreneurial Suppot (WYC-YES), YEYE and TESDA's Scholarship for Technical-Vocational Courses. While most of the placements facilitated by the Public Employment Service Office (PESO) are ito Local Government Units (LGUs) these job offers are all temporary and mostly are not available to the youth. These programs fell short in reducing the number of unemployed youth specifically in the province of Agusan del Sur due to the following: skills acquired did not match with the requirement of the local industries in the case of TESDA's program, and the lack of focused and institutionalized entrepreneurial preparatory activities in the case of the DOLE's interventions for the youth. Other government agencies have no specific interventions for the youth. Entrepreneurship among the youth should be given more emphasis and focus. This huge human capital of the province should take part in the development of the local economy by engaging them into enterprising endeavors.
