Summary: The implementation of the ReP entailed the following briefing on the ReP with NEDA Regional Office (NRO) 5 officials and staff, issuance of memoranda from the regional director to the scholar designating her as division chief of the Project Monitoring and Evaluation Division (PMD) and creating the ReP team, and the preparation of the NRO work program that includes the ReP. The major activities conducted to come up with the PIMS were: (1) feedback survey on the RDR with recipients of printed copies of the RDR --- members of the Regional Development Council (RDC), government agencies who are not members of the RDC, NEDA officials at the central and regional offices, Bicol legislators, and senators; (2) workshop with representatives of business groups and civil society organizations; (3) workshops with provincial/city planning and development coordinators; (4) technical workshops among NRO staff; and (5) ReP team workshops. The output of the ReP is the Plan Implementation Monitoring System (PIMS) which is a fusion of two previously separate systems: the regional project monitoring and evaluation system (RPMES), and plan implementation assessment system. It expands the RPMES from implementation to results monitoring and gives greater power to the local project monitoring committees in monitoring national government implemented project. The PIMS is aligned with the President's key strategy of Tuwid na Daan and with the objective of the NEDA Regional Office (NRO) 5 of establishing a quality management system and of getting an ISO certification. In consonance with establishing an effective monitoring and evaluation system, the system can be adopted by other NROs. Eventually, the Filipino people will be the beneficiaries of the PIMS with "the right project at the right cost, with the right quality and at the right time."
