Summary: This Re-entry Plan looks at the performance gaps in the workplace at the process flow/systems level. Specifically, the Plan focuses on the need to produce project M and E outputs on time. The outputs pertain to those of externally-funded research projects such as: 1) study deliverables; 2) payment releases to consultants; 3) contracts; and 4) Terms of References (TORs). This performance gap not only looks at the PSD's execution of its tasks but also highlights the linkages among the four departments at PIDS as they work together towards the achievement of a timely completion of project M and E outputs. To address this gap, the Plan proposes a four-part process intervention of which these two will be delivered within the three-month implementation period: 1) Creation of an updated Operational Manual indicating the guidelines on process flow; and 2) Uploading of soft copies of downloadable templates of memos and other forms at the PIDS intranet to facilitate project monitoring procedures. In addition to the abovementioned deliverables, two more outputs are expected to be delivered after the three-month period of ReP implementation, which are the following: 3) An upgraded or tweaked Project Monitoring Information System (PMIS); and 4) Approved trainings for PSD Staff. The expected outcome of these interventions is the reduction or elimination of instances of delay in producing project M and E outputs at PIDS. Reducing or eliminating these instances of delay contributes to the completion of studies on time and achieving annual departmental (and organizational) targets which ultimately leads o PIDS' contributing to current development issues and to policy making in the country in a timely manner. At the end of the implementation period, a number of outputs have been completed. As of reporting date, a process map of PIDS' project M&E procedures (from project conception to closing) was created which becomes the basis for the drafting of the Operations Manual. A draft updated Operations Manual is being completed. The process map was not initially indicated in the Plan as one of the outputs. The creation and uploading of templates of memos and other forms at the PSD intranet has also been completed, with six templates of memos emanating from PSD already accessible from the PSD intranet. Note that no PSD intranet or homepage existed before the commencement of this ReP. The PSD intranet was created as an additional output during the implementation period. The page is live and may be accessible at this link: www2.pids.gov.ph/psd. Even as the output for the upgrading or tweaking of the PMIS is not expected to be delivered during the three-month ReP implementation period, the initial stages of this intervention has also already began at the tail end of the period.
