Summary: The Bureau of Quarantine (BOQ), a line-bureau under the Department of Health (DOH), is mandated by Quarantine Act of 2004, R.A. 9271, othewise known as the "Quarantine Law," in accord with the International Health Regulations (IHR) of the World Health Organization. The Bureau, as the health authority, exercise the regulatory functions at the Philippines' 38 international ports (sea) and airports of entry (point of entry or POE). The Implementing Rules and Regulations (IRR) of Quarantine Act of 2004 and revised IHR of 2005 are promulgated to protect and to promote the health of the people by ensuring maximum security against the introduction and spread of infectious diseases. One of the main thrusts of the Bureau is the promotion of health and sanitation in ports and airports nationwide and survey of performance gap identified problem in ensuring food safety and regulatory services at areas of responsibility (AOR). The objective of this Re-Entry Project, as stated in its title, is to be able to "Develop Framework on Enhanced Food Safety Program for Implementation at International Ports and Airports of the Philippines' Food service Establishments to Prevent Spread of Infectious Diseases." The expected outcome of this intervention is to ensure better health security of travelers through cases of food- and water-borne illnesses ensured at Food Service Establishments (FSEs) at Point of Entry (POE) Terminals. Achieving these outcomes will contribute to achieving the of preventing the spread of infectious diseases and upholding the role of the Bureau in the international health surveillance at POE and country's heightened tourism for economic growth. This is anchored on the President's Social Contract in recognizing the advancement and protection of public health and as societal goal to increase performance of tourism. A Technical Working Group (TWG) for FSE was created for this project. The scholar also consulted the National Food Safety Committee, stakeholders,and health officials of the DOH handling research and development with regard to the creation of BOQ Food Safety Framework and conduct of benchmarking on food safety practices in at least one (1) APEC and one (1_ ASEAN countries to be able to learn from these countries and to know if the framework to be developed is at par with international standards. This benchmarking is a milestone and information from this coordination will be shared with the TWG in drafting the IRof Food Safety Act to be developed and implemented in the Bureau. A policy for enhanced food safety that will be created will include HACCP certification for operation at Food Service Establishments at AOR.
