One way to ascertain that meaningful and lasting changes occur in the clients of the PPA-DOJ is to make certain that the people who deliver the core services of the Agency are indeed able to carry-out their functions effectively. PPOs perform multi-dimenstional tasks of investigating, supervising and rehabilitating convicted offenders who have applied for probation/parole/pardon, first-time minor drug offenders, juveniles in conflict with the law, and those on suspended sentence; networking and coordinating with other Agencies for assistance; seeking out and utilizing available community resources to help in the rehabilitation of clients; conducting public information programs on probation and other special related laws on the criminal justice system; training supervising Volunteer Probation Aides; and appearing in Court as an amicus curiae representing the interest of the community where the offender will be rehabilitated. Such multitude of tasks necessarily entails a corresponding multitude of knowledge, skills and attitudes for PPOs to become truly effective in achieving the Agency's mandate of community-based treatment and rehabilitation of offenders. At present, the requisite competencies that Probation and Parole Officers should possess have not been identified. This project aims to fill in the gap by working to institutionalize a competency-based development program for PPOs. The fist step in that direction is to recognize and delineate the functions, duties and responsibilities of PPOs at each level and to identify the knowledge, skills, attitude and competencies that are needed to effectively carry out their mandates. Towards this end, this Re-entry Project has seen to the creation a Technical Working Group to oversee the successful implementation of the project, consulted with experts in the field of Human Resource Development, conducted Focus Group Discussions among PPOs to elicit valuable inputs, elicited the viewpoint of top management on the matter, and constructed the Competency Profile of Probation and Parole Officers.
