Summary: The review of National Home Mortgage Finance Corporation (NHMFC) performance reveals the two major performance gaps: the low inventory of current housing loan accounts against desired size and low income from securitization operation. Further analysis of the performance gap shows that NHFMC's low income is attributable to the slow response to market opportunities, low equity, deficient organizational structure, and lack of information and knowledge of people within and outside the organization. This initiated an attempt to develop a new for NHMFC: the rendering of securitization supervision functions to other institutions' issue through the creation Oversight Servicing Unit. This new product will help NHMFC increase its effectiveness and income. After the three months of implementation process, the tools needed for NHMFC's Oversight Servicing Unit-personnel orientation, development of monitoring and reporting system, and training programs-are already finished, giving NHMFC a go-signal to start the intended service.
