Summary: Good infrastructure plays a vial role in the pursuit of National Development objectives. In this light, it is the policy of DPWH to compete all of its projects right on time. There are however, common obstacles during the implementation period affecting below target performance. One of these problems is Road- Right-of- way acquisition during processing of payment. This gap is prompted by difficulties to secure supporting documents from other government agencies. In addressing the problem, the idea of establishing institutional arrangements with partner agencies containing protocols and schemes to facilitate the issuance of supporting documents for payments was conceived. To complement the said intervention, a new guideline which is client service oriented, shall likewise be adopted.
