Summary: This Re-Entry Project (ReP) entailed a comprehensive competency needs assessment and development of a training module in order "to strengthen the continuing educational program for senior patent examiners in the Bureau of Patents (BOP)". The BOP indeed needs to institutionalize a training program for patent examiners to cope up in the processing of applications relating to advanced and emerging technologies such as, but not limited to, green chemistry, bio-organic science, chemical and electrical nanotechnology, pharmacology, computer-related and data communication technologies, and megatronics. Specifically, the capacity building efforts and continuing education program for senior patent examiners aims to: (a) upgrade their search and examination expertise to conform with international standards that will contribute to the granting of higher quality, consistent patent rights and increased business confidence in the IP system, and (b) improve the mentoring skills in order to maintain the quality of operations and secure continuity of the single examination standards, uniformly and consistently taught junior patent examiners across the BOP. Through this ReP, it is envisioned that the IPOPHL would be able to respond effectively to global challenges in the search and examination of advanced and emerging technology applications. Three deliverables have been accomplished during the ReP implementation period. First is the Competency Needs Assessment (Job Analysis Questionnaire) Survey Form to properly identify the much needed capacity building intervention and responsive development for each patent examiner. This has been finalized and ready to be used and the survey will be conducted by July 2014. Second is the Curriculum Design for the training of senior patent examiners is approved for implementation. Third the Execution Plan approved by BOP Management.
