Summary: The Philippine BOI is an agency that regulates and promotes local and foreign investments in the Philippines. According to the 2012 World Bank: Global Investments Promotion Best (GIPB) Practices, the BOI showed a weak performance in inquiry handling. This leads to negative effects for the investors and the Philippines business environment. Further, the UN Conference on Trade and Development (2005) reported on the investment facilitation in the Philippines focusing on transparency, simplification and automation of foreign investment procedures. Based on the shortcomings of policies, system, procedures, personnel competency, documentation and resources of I/C, the SWFt-ESC was developed. The system aims to improve the investment facilitation which benefits Philippine Investment competitiveness and leads. In using cloud based SWFt-ESC and in coordination with and approval concerned government agencies, investment I/C will be better resolved. The SWFt-ESC as a candidate intervention met all criteria of effectiveness, doability, collaborativeness, social acceptability, robustness, and cost. It aims to promote full transparency and accountability in investment facilitations using a cloud server, strengthen IPUNet MOA with government agencies, and improve info dissemination to the public. It will be implemented the three (3) phases and has begun last March 2014 and will continue until the second quarter of 2015. The ReP has so far accomplished the following approval of the ReP concept by the BOI-ISG, approval of ReP concept by the IPUNet, approval of the ReP concept and implementation by the DTI-Undersecretary of TIPG, new MOA was signed by DENR-EMB, host server and system developer is identified, and training of highly capable and competent I/C facilitators unit/personnel is scheduled for Phase 1.
