Summary: This Re-entry Project (ReP) aims to develop the roadmap where the Food Development Center (FDC) should go that would be responsive to its new mandate under the Food Safety Act 2013. Under the Act, FDC is mandated to provide scientific support in testing, research and training to the Department of Agriculture (DA). This ReP identified these supports that FDC could provide to DA namely: a) the new things that FDC needs to do (Start doing) under the Act; (b) the things that FDC must not be doing (Stop doing) on food safety so that it will not duplicate existing activities at other DA agencies; and c) the things that FDC must continue be doing (Continue doing) which must be aligned to the requirements of the Act. The roadmap will be submitted to the Technical Working Group (TWG) at DA who is drafting the Implementing Rules and Regulations (IRR) of the Act. The development of the Roadmap under this ReP considered the available manpower expertise and resources like facilities, equipment and existing technologies that were generated at the Center. It was also emanated from a stakeholders analysis of FDC identifying their needs and from face-to-face interviews with senior officials of FDC. The roadmap of activities where FDC goes should also be complimentary to the existing food safety activities that is developed or implemented by other government agencies of the DA. The activities which no one is doing at DA should preferably be pursued by FDC. Six (6) out of eight deliverables were completed in this ReP. These were as follows: a) Report on identification of FDC expertise and resources; b) Report on identification of FDC stakeholders' needs under the Food Safety Act; c) Report on identification of the things FDC needs to: i) start dong, ii) continue doing, and iii) stop doing; d) Report on evaluation of new resources that FDC needs to implement and its new food safety responsibilities under the Act; e) Report on identification of existing food safety activities at the Department of Agriculture (DA); and f) Report on identification of food safety activities for DA that are required by the Food Safety Act of 2013. These reports were used to develop a one-page "Roadmap 2020" for FDC. The FDC Roadmap 2020 envisioned to help its employees to understand what is required to do by the FDC as a scientific support to DA for research, testing, training and how to go about it under the intent of the Food Safety Act as well as the alignment of its activity within the DA community. This is done so that its employees will be able to contribute in pursuing and achieving the goal of the FDC's new mandate. FDC also seeks to work harmoniously and collaboratively with the food industry, NFA, and DA where FDC will be transferred after undergoing legal processes. FDC believes that this is the best to achieve its long term goals under the Food Safety Act. At the end of each day pursuing its mandate, FDC would like to claim that they have contributed for the protection of consumers' health and facilitation of market access of local food and food products in our country.
