Summary: The Armed Forces of the Philippines (AFP is currently confronting different internal security threats. A particular area of community is usually considered unsecured if it is threatened and/or influenced by these threat groups, and the people living in those communities no longer feel safe and secured. Most of the time, threat groups capitalize on the conditions of people in these communities in order to propagate their agenda. Through their propaganda of lack of basic that are normally provided through government interventions, insurgents agitate the people to join their movement and entice them with promises of better lives. In addressing this concern, the project idea of bridging Partnership Management Program (PMP) and AFP Intervention Programs came about to help diminish if not eliminated the threat groups in a particular area. The general objective of the project is for the community in the Barangay to have an increased knowledge, awareness and a more rational response towards practical issues including security issues in their locality. Its specific objectives are: 1) for the local populace to implement its desired project within the Barangay in coordination with the LGU, government agencies, and NGO's; and 2) for the community to be linked to government agencies, NGO's and CSO's to facilitate future endeavors of community assistance and delivery of basic services. The ReP framework was conceptualized in two stages, with the first being focused on addressing the awareness level of the community and empowerment of the people, while the second, being the action stage, centered on doing an outreach project/program in the Barangay in collaboration the major stakeholders and sponsors. In addressing the awareness level in the community and empowerment of the people, the first stage was done by providing the people the basic knowledge of community development and making them more aware of their individual rights. In the case of the ReP site at Barangay Bagong Silang, because the level of awareness was already high and the people already have some regard for community involvement, the project was implemented with merely and reorienting them with knowledge already gained, in order to keep them aligned with the mission and vision of the Barangay. In the action stage, the outreach project/program in the form of health services was done in tandem with the Civil-Military Operations Battalion, the local government of Caloocan City, the General Hospital, the AFP Medical Center, the 51st Engineer Brigade, iLearn Center, the Dynamic People Pilipinas, and Passion for Christ Nationwide Ministries. In the course of its implementation, the ReP followed four phases: 1) mobilization phase; 2) preparation and planning phase; 3) implementation phase; and, 4) monitoring and evaluation phase. The following are the results of the ReP implementation, which was done within a three-month period: 1) pertinent information on the Barangay, particularly its profile and its Community Development Plan, were gathered; 2) the Civil Affairs Team (CA Tm) led by Lt Flores, was organized; 3) commitments of sponsors and stakeholders for the project were obtained through meetings, dialogues, courtesy calls, and the like; 4) the Operational Order of the CMOBn the implementation of the project at Barangay Bagong Silang, was finalized; 5) CMOBn personnel were engaged at Barangay Bagong Silang with its local officials and constituents; 6) the core group of the Barangay and its community issues and concerns were identified; 7) the 107 community sector leaders were met and capacitated them in identifying community issues and concerns; 8) the Community Plan was conceptualized, which was subsequently approved by the local officials (the Barangay Council and the Barangay Chairman; 9) a particular was identified; and finally, 10) an outreach program in the form of health services in collaboration with the stakeholders and sponsors of the ReP was conducted for the community.
