Summary: The age old problem of the National Transmission Corporation on the settlement of the right of way problems has its roots at the National Power Corporation. The settlement of the unpaid right of way liabilities demands a huge financial and technical support. The search for a solution requires both a conventional and out of the box solutions that will result to an expeditious settlement reasonable cost. The Re Entry Plan Project is a collaborative engagement the National Transmission Corporation (Transco) and the Land Registration Authority (LRA) that dealt with the establishment, development, implementation, operations, and maintenance of the Systems, Databases, and Information Technology (IT) infrastructure for all of Transco's real assets falling within its right of way. It is a significant undertaking designed to provide an expeditious process of settlement of the row claims at the least cost to the government. The introduction of the Information Technology (IT) infrastructure is intended to hasten the identification of all transmission lines corridors, the affected landowners, the meats and bounds of the area affected, Titles, technical maps, among others. This information is necessary for an accurate determination of the basis for payment of just compensation due the affected landowner. This Re Entry Plan Project introduces a new concept by availing the technical expertise of another government agencies, the Land Registration Authority (LRA) that will expectedly contribute to the expeditious settlement of Right of Way claims. By adopting innovative concept in resolving the right of way problems of Transco, it is expected to shorten significantly the validation process in the settlement of the claims thus complying with the constitutional mandate that private property shall not be taken without of just compensation.
