Summary: Having a systematic mechanism in monitoring trade statistics, particularly on the trend in the purchases made by the public, is significant in assessing and forecasting the performance of a country's economy. In the Philippines, the current information available in the wholesale and retail trade sector covers gross revenue, compensation and employment, among others. These are produced as the results of establishment-based surveys released quarterly and annually. On the other hand, the current available trade index is a combined wholesale and retail trad index based on gross revenue with base year pegged at year 1978. There is no available index generated neither separately for retail sales at a more recent base year nor at sub-industry level. This issue on the lack of retail sales index has been a major concern of data users in need of trend in purchases by the public for personal and final use or household consumption. The ReP intends to address the concern on the unavailability of indicator in the retail trade sector. Specifically, the Project aims to develop a quarterly retail sales index (SRI) using the results of the Quarterly Survey of Philippine Business and Industry (QSPBI) based on the approved methodology. The output of the ReP maximizes the use of QSPBI data for the retail trade sector particularly for identified industries like groceries, supermarkets, department stores, hardware materials, construction materials and pharmaceutical products. It likewise addresses the absence of a short-term economic indicator in the retail trade sector and addresses the data gap in providing economic indicator separately for the retail trade industry. The ReP is part of the key strategies of the PSA-NSO in the achievement of its MFO on statistical generation and compilation services by bridging the data gap in the retail trade sector through the generation of the quarterly retail sales index. The RSI serves as an input in assessing and forecasting the performance of the country's retail trade industry through an indicator that may offer the public, government and private sector awareness for better management. The ReP conforms with the qualifying criteria established by the Public Management Development Program (PMDP) namely: Citizen-centric, Collaborative, Relevant, Innovative, and Visible. The ReP is set to accomplish the following deliverables at the end of the three-month implementation period: preparation of the RSI Processing Manual; generation of quarterly RSI starting from year 2010 to first quarter of 2014; and preparation RSI special release. Among others, the retail sales index serves as acquired knowledge of informed citizen. This will guide the public in planning their purchases and give them an idea on the spending patterns of Filipino consumers. The RSI establishes a trend in the retail trade industries such as retail sales of construction materials, hardware materials, retail selling in department stores, and others. These industries may be affected by the different factors in the market that cause the quarterly movement in the index to behave distinctly over time. This indication depicted by the retail sales industry may be used by the public to anticipate their purchases for a particular retail trade industry in a particular quarter that may be advantageous them. The RSI also provides a macro-view of the business trend in the retail sales industry, serve as benchmark for retailers to help them in their strategic planning, and provides comprehensive indicator of consumer spending pattern.
