Summary: The Re-Entry Project aims to increase the number of the resolutions of the Metropolitan Manila Development Authority (MMDA) adopted by the local government units (LGUs) in Metro Manila through communicatioplanning. The project focused on MMDA Resolutions No. 12-02 and 12-03 regarding the implementation of uniform ticketing system in Metro Manila and extend the communication plan to the other resolutions enacted by the Metro Manila Council (MMC). This is to address the performance gap on the failure of the LGUs in Metro Manila to adopt most of the MMDA Resolutions and the project focused on an intervention that uses communication planning as a tool that will motivate, guide and enlist the help of the LGUs, MMC members and the Local Councils to adopt and enact all MMDA resolutions. The project intends to contribute to the development of Metropolitan Manila into a livable and workable physical environment for all constituents and a global oriented metropolis that will influence the creation of socio economic opportunities in other places. After the three month implementation of the program, the team generated data from the interviews conducted during the visit to the Local Council Secretaries and Traffic Heads. These were the basis in coming up with the draft guidelines for the communication plan. The Team also surveyed the status of the adoption of MMDA Resolutions. The status on the adoption of resolutions was improving as some of the LGUs were already conducting hearings and some ordinances were for the approval of the local council or the Mayor. It proves that the communication plan through the efforts of the Team is working as an effective tool to help increase the adoption of MMDA resolutions by the LGUs.
