Summary: The Philippine Constitution of 1987 vests legislative power to the Congress of the Philippines, consisting of the Senate and the House of Representatives (HRep/House). As a representative body, they exercise their rule-making mandate by promulgating laws that embody the ideals of the people. At the HRep, the crafting of legislative measures requires thorough deliberations by Members and stakeholders which take place from the committee up to the plenary level. In the legislative mill, numerous collegial decisions are ideally made based on good quality information. Therefore, to help ensure the passage of good laws, timely, relevant and reliable information must be made available to legislators. The study looks at the existing Legislative Information System (LEGIS) of the HRep with respect to the critical role performed by the different Legislative Committees under the Committee Affairs Department (CAD) in providing vital legislative technical and administrative support services. Options to enhance the daa resources of the HRep were reviewed and analyzed with the aim of improving the quality of legislative output. The advent of new digital technologies have made more people connected to the World Wide Web spawning huge piles of data. The emerging digital lifestyle has produced a more complex society which created behaviors and events unknown to the prevailing policy regime that may necessitate legislative action/solution. In relation to this, machine learning and data analytics or Big Data have become a viable technology in legislation, both in technical capability and affordability. The potential of Big Data systems can be used in processing enormous structure and unstructured data from cyberspace into usable information. This is coupled with advanced visualization techniques that can provide new insights for legislators to make better informed decisions. Machine learning systems have become so powerful that the technology it employs is eminently usable for policy formulation. Likewise, Big Data can enrich the legislative process considering its advanced internet chatter-sensing capabilities that process and determine people' sentiments, effectively widening citizen's participation. Big Data is not without fault. Privacy issues and the reliability of the technology pose questions on its viability. Despite these negative attributes that have been refuted by experts, the technology continues to evolve and flourish.
