Summary: The Department of the Interior and Local Government (DILG) is vested the general supervision of local government units (LGUs). An agency that is tasked to monitor LGU's compliance to standards set by the national government. The Re-Entry Project (ReP) focuses on the first sub-sectoral outcome of the Agency, promotion of Business-Friendly and Competitive LGUs specifically the development of the Business Permit and Licensing System. The inception of Business Permit and Licensing System (BPLS) begun in the year 2010 however, compliance gaps of LGUs in terms of national standards remain evident in the annual onsite validation surveys. Hence, the automation of the BPLS Process through the adoption of eGov4MD Project was conceptualized. By putting up a mechanism that ensures consistent compliance to national standards, the government improves the ease of doing business and brings the services closer to the people. In the long run, it will also increase LGU's income by fifteen (15) to fifty-three (53) percent and the the LGU's capacity to generate employment. The project was implemented in the municipality of Naic Cavite. It is an upland municipality with high economic investment potential. Naic is also a first class LGU that transformed its process from traditional to paperless transaction in processing business permits. Automation of the BPLS Process through e-Gov4MD Project is a collaborative engagement that concretely illustrates increased efficiency and productivity in LGU operations. This is the unfolding of eGovernance revolution in the old town of Naic.
